3. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“Your support enables over half a million children to receive quality education in UNRWA schools. It allows 140 clinics to offer over 8 million medical consultations per year. In regions where poverty rates can exceed 80%, it provides cash, food assistance and social services to millions of people. But, as we all know so well, this vital Agency suffers from chronic underfunding. In the last ten years, the needs of Palestine refugees have increased, while funds have stagnated.”
4. Close up, chair of the Ad Hoc Committee of the General Assembly for the Announcement of Voluntary Contributions to UNRWA
5. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“First, I’m appealing to you to make pledges today that will bridge the gap between the mandate of UNRWA and the budget needed to ensure vital services to Palestine refugees until the end of this year – to bring UNRWA’s current shortfall down to zero.”
6. Wide shot, Trusteeship Council
7. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“Second, we must put the Agency on a durable financial footing. That requires a long-term plan to stabilize the financing of UNRWA and together, reach sufficient, predictable and sustainable funding. Millions of Palestine refugees are counting on us to relieve their suffering and to help them build a better future. We cannot let them down.”
8. Med shot, representative from the Netherlands
9. SOUNDBITE (English) António Guterres, Secretary-General, United Nations:
“Investing in UNRWA means investing in stability for the region. It means investing in the economic and social wellbeing of Palestine refugees and advancing the Sustainable Development Goals. It means investing in the future through education of children and youth, girls and boys, young women and men. And it means honouring the commitment of the international community to Palestine refugees and their rights until a just and durable political solution is found.”

STORYLINE
The United Nations’ Secretary-General, António Guterres, urged on Thursday donors and Member States to contribute to the UN Relief and Works Agency for Palestine Refugees (UNRWA).

Speaking to an ad hoc committee of the General Assembly dealing with the voluntary contributions to the agency, Guterres warned that “in the last ten years, the needs of Palestine refugees have increased, while funds have stagnated.”

The Secretary-General noted that, through UNMRWA, over half a million children receive quality education, 140 clinics offer over 8 million medical consultations per year, and, in regions where poverty rates can exceed 80 percent, the agency provides cash, food assistance and social services to millions of people

Guterres also asked Member States for two steps to end the regular under-funding of the Relief and Works Agency.

“First, I’m appealing to you to make pledges today that will bridge the gap between the mandate of UNRWA and the budget needed to ensure vital services to Palestine refugees until the end of this year – to bring UNRWA’s current shortfall down to zero,” the UN chief said.

Second, he said, the international community “must put the Agency on a durable financial footing” and that will require “a long-term plan to stabilize the financing of UNRWA and reach sufficient, predictable and sustainable funding.”

For Guterres, “investing in UNRWA means investing in stability for the region” and means “investing in the economic and social wellbeing of Palestine refugees and advancing the Sustainable Development Goals.”

It also means, the UN chief added, “investing in the future through education of children and youth, girls and boys, young women and men.

“And it means honouring the commitment of the international community to Palestine refugees and their rights until a just and durable political solution is found,” the Secretary-General concluded.
