What we are calling for and what others have called for, is for the rejection of what we know to be completely sham referenda. What we must collectively do even if it is vetoed by Russia, is made the point very, very clearly that we recognize what Russia is attempting to do. We will never accept the outcome of these sham referenda and that there is no legitimacy whatsoever for the Russian Federation of Vladimir Putin to define sovereign Ukrainian territory as part of Russia.”

STORYLINE
British Foreign Secretary James Cleverly said “the Kremlin and the Russian Ministry of Defense are directing plans to hold sham referenda in the Ukrainian sovereign territory in an attempt to annex those territories.”

Speaking today (22 Sep) to reporters after a Security Council on Ukraine, Cleverly said Russia had also agreed in advance what would happen after these referenda. He said, “their plan is that the regions will declare independence and express their desire to accede to the Russian Federation.”

He added, “And by the end of the month, Russia's intention will be to formalize the annexation of the four regions into the Russian Federation. This means, as of next week, Russia will consider these Ukrainian territories as being part of Russia.”

Asked about what can the Security Council do considering that the Russian Federation has power of veto, the British Foreign Secretary said “what we have seen today is that there is a unanimity of condemnation of Russia's actions.”
